1% Oestradiolbenzoaat is added to a 2% minoxidil solution. How do I get the Oestradiolbenzoaat resolved?

The overall composition reads:
R/Oestradiolbenzoaat 0.6 g
minoxidil 1.2 g
Propylene glycol 6g
water 12g
Ethanol ad 60g
the problem is to find the solubility of Oestradiolbenzoaat! According to my data, ethanol is not a good solvent (1/150) but Oestradiolbenzoaat would be 1 to 5 soluble in chloroform. Also reasonably well soluble in acetone 1/15.

Therefore, it should be attempted whether 5g chloroform can be added to water or ethanol. Or 15g acetone, this maybe in deduction of alcohol?

Another possibility may be the addition of 5 G Tween 80 in deduction of alcohol. Also castor oil is a good solvent but perhaps not so ideal.
