8% clobetasolpropion in collodion?

Answer

Due to the large amount of ether present in the composition of collodion it will not be possible to dissolve Clobetasol propionate. Certainly not in the prescribed quantity. This does not exclude that can be suspended. The question is how easily the whole will be shaken up to mix the precipitation homogeneously with the wearer. I have no answer to this question.

Personally I would use DMSO as a solvent possibly diluted with 25% alcohol. I suspect that the viscosity can be increased with hydroxypropylcellulose.
