In terms of solubility, it seems to allow a stronger concentration to be prepared. In terms of taste, it might be a little harder and what stability? Raw material not available so we have to go out of tablets.

Answer

Let us take as a basis an excipient consisting of 1 part sugar syrup or sorbitol 70% and 1 part water.   Given the very good solubility in water, you can extract the raw material with lukewarm water   from the crushed tablets. Rinse the precipitate remaining on the filter twice with lukewarm water.

If the amount of available water is too low for proper extraction and afterrinse then you can also use the water present in sugar or sorbitols syrup. And afterwards add the required amount of sugar or sorbitol powder to the solution.

Apparently, the stabilitite will not be a big problem over the two months, which is considered a usual user for a magisterial preparation.       The taste is a more tricky challenge. Strong orange peel tincture and cinnamon tincture are possible candidates to give the whole an acceptable flavour.
