Triamcinolone 0.1 g
Liquor Carbonis detergent 3g
Tween 60 5g
Lanette N 7.821 g
Vaseline 13,035
Paraffin 5.214 g
Aqua 60.83 g < br/> I know that both salicylic acid and saponin coal tar the emulsion less Make it stable. But I seem to have an incompatibility in the formula rather than an instability of the emulsion. The emulsion exhibits small "clumping".

Answer
I suspect 2 problems:
- possible incompatibility of Tween 60 and salicylic acid. Could you replace it with after lauryl sulfate.
- precipitation of ingredients of LCD when diluting with water. You could wipe LCD on 6 g of starch and suspend it in the cream.
I suspect that running point 1 will suffice.
