How do I get a clear gel with these substances?

In The composition, water-soluble gerents are present while hydrocortisone is only soluble in ethanol. But when diluted with water from the alcoholic solution, hydrocortisone will precipitate when the alcohol level becomes too low. So it is balancing on a slack cord. Daarenbover I would prefer HPC bover HPMC in the presence of ethanol.  

There is no objection that the hydrocortisone is not dissolved and the gel is therefore not clear. Since figuring out the appropriate alcohol/water ratio is time consuming, I would prefer to prepare a watery gel with HPMC.
