In the past we have simply rubbed the salicylic acid into the emulsion but it does not stay well; There are clubbers coming in after a few weeks.

I suspect an incompatibility between salicylic acid and Cetomacrogol 1000, which is used as an emulsifier for the lotion. I would add a little after lauryl sulfate; 900 mg for 100 ml Locoid crelo.
