I received following preparation: Clobetasol propionate 250mg, lidocaine HCl 400mg, propylene glycol 10ml, aqua ad 250ml. But Clobetasol Propionate does not remain in solution and floats above.

Perhaps we should try to keep clobetasolpropionate in solution and try the following in analogy with a solution based on Triamcinolone acetonide, which is also used for the treatment of lichen planus.
dissolve clobetasolpropionate in ethanol 25ml and propylene glycol 75ml. Add 50ml glycerin and 50ml sorbitol 70% solution and mix. Dissolve in 15ml water 250mg after saccharinate and add this solution to the preceding and homogenize. Add sorbitol 70% to 250ml.
It is clear that this composition differs from the original requirement. But if the clobetasol can be kept in a solution, this means a step forward.
