Next prescription for a cream gives problems: NaCl 9g urea 9g lanette SX 30g water ad 300g

This should be a nice ointment but it is a running emulsion. I have already raised the Lanette SX to 50g but I do not get any nice ointment. Don't I have too little fat phase?
