What basis would be best to process permethrin against scabies?

This should be fluid enough to be able to massage into the skin folds properly.

We can rely on the formula from the TMF:

Permethrine 2.5 g
cetomacrogol 1000 2.4 g
cetostearyl alcohol 5.1 g
White petroleum jelly 7.5 g
VL paraffin 3 G
Aqua Conservans AD 50 g
