  you   could make a nice gel with a carbomeergel with an alcoholic strength of Minimum 70%. Now such gels with an alcohol content require special organic bases. Maybe it succeeds with triethanolamine but I heard that "legal" triethanolamine is no longer available. With Trometamol it will not succeed.   So you judge for yourself.   I suspect that an alcoholic carbomeergel is not sold. And then the alcoholic strength must be sufficiently high.     If the alcohol content is lower then you must prepare an emulsion.
