These ear drops are certainly a suspension because of the insoluble of various constituents. Finding a thickening agent that swells in a water-propylene glycol mixture is not evident. I would suggest Carbopol and then maybe best the 734 P, which is less viscous. 0.025%? Should be checked once what this gives to viscosity in the water-propylene glycol mixture.
for the preparation I would mix the Carbopol with the powders and then rub off with the propylene glycol. Eventually, 10 ml of water is added under good stirring. The presence of propylene glycol and of unresolved particles indicates a use of the external auditory canal. So sterility is not necessary.
