How should an L-carnitine syrup be made?

Because on the internet I see that it is very susceptible to fungi..

I take an example here; you don't give up the concentration!

R/  carnitine. HCl 30 g, tartar acid 50 mg; Nipagine 200 mg; Nipasol 60 mg; Freshly boiled water   30 ml; Sugar syrup up to 100 ml  

pH = 5; to be stored in refrigerator; shelf Life 2 month
