I am looking for the composition of Red Cross ointment: Formula 31 Purna.

R/ZnO 5%; starch 10%; liquid paraffin 11  %; petroleum jelly 37%; lanolin 37%; Lavandeloil 16 Dr

Mixture ZnO and starch should be sieved and rubbed with liquid paraffin.  

I suspect lanolin = woolfat; Although theoretically = wool grease + 25% water.  

Also, is there uncertainty about the quality of the liquid paraffin used: The classic or the thinliquid? With the latter the ointment is better smear.  

Formerly, this paste contained boric acid, now banned. An alternative as antiseptic is chlorhexidinediacetate.
